feat: version 2.3.0 -- aviso de actualizacion pendiente al iniciar sesion

Superadmin ve un popup con acceso directo a Configuracion >
Actualizaciones si hay una version nueva disponible, en vez de tener
que acordarse de revisar el panel manualmente.
